"Efficiency and cost dictated that we actually paint over the wallpaper! Actually a builder told us the plaster might not survive removal of the wallpaper, so until we were ready for a major renovation he advised we just paint over the flowers. And that is what we did. Its amazing what a coat of paint in the right color can do for a home. As you can see the windows are amazing. Two thirds of the home gets southern sun exposure."
I wonder if the same would be true for our walls? What does it take to paint over wallpaper? Also, could we wallpaper over wallpaper???
Here is a link to the article: Paint Away Your Problems: How To Paint Over Wallpaper
And here is a less interesting and less encouraging article on wallpapering over existing wallpaper: Papering Over Existing Wallpaper
Basically, for either method it's really important to do a test patch because depending on the quality of wallpaper, quality of its installation and it's texture, it may bubble or peel when moist, in which case it would probably just be easier to remove. I tend to think the wallpaper in our home is older and they made things to last back when it was installed. SO, we'll see, I guess.
